The opportunity

Our Supply Chain Enablement team is evolving to meet the needs of our business and we are expanding our presence in Calgary, Alberta.

 

Reporting directly to the Director of Supply Chain Enablement, the Global Contracts Manager (GCM) will be part of the Supply Chain Enablement team. The overall objective of the Global Contract Management team is to enhance the end to end contract management capabilities at TC Energy through contracting excellence, highly effective contract administration and a robust vendor audit program.  The position will supervise a staff of contract and claims consulting professionals and the vendor audit team.

 

The successful candidate will have excellent leadership capabilities and considerable experience drafting, negotiating and managing contracts in a team atmosphere supporting a variety of geographies and business partners while working with limited supervision. This leader will cultivate a strong continuous improvement culture within Supply Chain and take learnings from the vendor audit program, NCRs, and feedback to fix the front-end processes. 

 

What you’ll do

  • Strategic advisor to the Supply Chain leadership on industry leading contract formation and contract management practices, contract related risks, and value leakage mitigation.  This team will provide guidance and direction to the contract execution teams to ensure consistency and standardization in our contract management approach
  • Lead a vendor audit team and build a program that has the ability to review $3B-$4B of supplier spend per year across the TC enterprise, effectively negotiate audit recoveries, identify and assist in implementing lessons learned. Manage a small group of internal audit professionals, as well as a stable of third-party audit professional service providers.
  • Work together with the Legal department, the Technical Centre and other business partners and clients to develop and maintain standard contract templates including associated schedules, as well as supporting documentation, alternative clauses, regional versions, etc.; monitor usage of standard templates and constantly strive for improvement
  • Work together with the TC SCM Process & Systems Management team to develop and implement appropriate contracting policies, procedures and data repositories.  Be the primary subject matter expert and capability owner for the Contract Management supply chain capability
  • Advise, mentor and train other members of TC SCM organization and regional SCM teams in drafting, negotiating and managing supply, services and construction contracts and promote increased collaboration among the TC contracts community; promote professional development among TC SCM contracts managers and establish frequent contact with SCM Contracts Managers around the globe
  • Identify key contract risks and the associated mitigation strategies – create contract risk assessment framework and risk segmentation approach
  • Help develop working relationships that motivate suppliers/contractors to deliver required levels of service and to facilitate the speedy and effective resolution of issues, as needed
  • Support TC SCM and other corporate initiatives as needed (e.g. Project Excellence, Cost of Quality, Commercial Strategies, etc.)
  • Develop and facilitate training workshops and tools on contract administration, focusing on construction projects for project managers and others on project and business unit teams, contract administrators and others in Supply Chain
  • Advising projects in relation to claims and change order issues on construction projects
  • Monitoring and improving contract formation function and contract quality through contract reviews, lessons learned, and development of tools and in-depth training
  • Travel as needed to work with regional SCM, business partners and contractors in diverse geographic international locations.

 

Minimum qualifications

  • Bachelor's degree essential, backgrounds in Legal, Project Management, and Supply Chain are preferred
  • 15+ years professional level work experience in Procurement and Contracts, or related, is required.

 

Preferred qualifications

  • Previous leadership experience in Supply Chain, Projects, Field Operations, Legal, Commercial or related field
  • Strong influential and change leadership capability
  • Excellent understanding of contract terms and conditions and various contract models
  • Considerable experience drafting, negotiating and managing from cradle to grave major materials and services contracts with an oil & gas, energy or pipeline operator
  • Experience conducting meetings with contractor and operator personnel up to senior management level and presenting and negotiating professional opinions in contract and other commercial areas, including all aspects of liabilities, indemnities and insurances and other contractual qualifications (with reference as appropriate to Legal, Insurance, Risk and other stakeholders)
  • Good knowledge and application of contracting methodologies, risk analysis and principles of contract law
  • Knowledge of oil and gas, utility, pipeline construction projects and operations
  • Very strong written and verbal communication skills

 

*Travel is a requirement to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home. Applicants must be able to provide applicable travel documentation to travel across borders.
