Making life more affordable for British Columbians is a key component of B.C.’s Child Care Plan to implement a universal early care and learning system to provide accessible, affordable and high-quality child care for children and families.
The Child Care Operating Funding Program is one of two programs in the Child Care Benefit and Operating Funding Branch and provides funding to over 4,000 licensed child care facilities across B.C. The funding is provided through funding agreements and consists of operating funding to assist with the day-to-day costs of operating a child care facility, a parent fee reduction to support affordability through lower child care fees for parent and, a wage enhancement to support early childhood educators working in licensed child care facilities.

The Director of the Child Care Operating Funding Program is responsible for program oversight including the annual and ongoing procurement process with over 3,000 organizations and a budget of nearly $200 million. The position leads a team of 30 employees that includes contact center and adjudication teams of various classifications. The Director is responsible for direct service delivery including assessing, monitoring and forecasting resource requirements, supporting client service delivery excellence and recommending improvements, and, ensuring administrative fairness in adjudication and the procurement and contracting methodology.

Qualifications for this role include:

• University Degree (Masters preferred) in Public or Business Administration, or other related field. An equivalent combination of education and relevant experience may be considered.
• Experience leading staff in the procurement process.
• Three years experience managing in an operational front line service delivery environment.
• Three years experience supervising a team of 20 or more, including management and entry level staff, in a service delivery organization.
• Experience developing partnerships and alignment with other agencies, special interest groups, and directly with clients in the delivery of public programs.
• Experience strategically navigating and managing complex and rapid change.
• Experience with multiple information systems and processes.
• Experience in social service program delivery.
• Experience leading service transformation.

Preference may be given to applicants with:

• Experience managing or operating a child care centre.
• Leadership experience in the child care sector, child care facilities and/or organization.
