The Nuclear Waste Management Organization (NWMO) is responsible for the safe, long-term management of used nuclear fuel in Canada. The approach it is implementing, known as Adaptive Phased Management (APM), involves developing a centralized underground repository, supported by a robust social and technical research program in collaboration with Canadian universities, consultants and international waste management organizations.

We are currently seeking an Engineering Quality Assurance Officer to join our Engineering team. Reporting to the Design Authority (DA) the position will perform the quality assurance (QA) and quality control (QC) function by establishing, maintaining and improving applicable QA/QC processes and governances associated with NWMO engineering work. The incumbent will monitor and document quality requirements of associated technical activities, and ensure activities and deliverables produced are in compliance with applicable QA/QC, engineering management and change management governance requirements.

Responsibilities:

1.Identify, assess and review procurement process and engineering management process related documents including: Request for Proposal (RFP), responses to RFP, project quality plan (PQP), engineering management plan (EMP) and manufacturing, inspection, and test plans to confirm applicable and appropriate Quality Assurance (QA) and Quality Control (QC) requirements are identified and incorporated for the services or products that are to be procured.

2.Monitor, analyze, and evaluate vendor provided services or product performance to ensure that quality, reliability, regulatory, codes & standards and NWMO’s applicable governance requirements are met. Assist the NWMO’s engineering team in improving their quality assurance and quality control performance.

3.Collect and analyze data, evaluate organizational and operational risks, and determine QA/QC deficiencies and identify improvements. Provide NWMO’s DA with assessments, evaluations and recommendations regarding the QA/QC activities that impact engineering management, change management and configuration management governance.

4.Identify opportunities for improvement with respect to QA/QC associated with engineering activities across multiple and diverse processes such as procurement, design engineering, fabrication/manufacturing, installation/construction and commissioning.

5.Evaluate compliance of engineering related QA/QC business activities against NWMO’s quality management and engineering management criteria. Identify and report findings, observations, process efficiencies and improvement recommendations to the DA. This also includes performing self-assessments.

6.Identify and assess risk associated with implementation of design work packages (and its end products) by/for NWMO and identify the engineering deliverables required to be produced to meet the engineering management and configuration management governance requirements.

7.Update engineering management governance (i.e. process documents, procedures, instructions, guides, controlled forms etc.), when required.

8.Keep abreast of the latest QA/QC developments and requirements through reference to relevant technical publications and regular interface with key stakeholders within NWMO and the industry.

9.Contribute to the development of functional advice to NWMO’s procurement, engineering, manufacturing/construction and commissioning staff on QA/QC risks, controls and procedures.

10.Perform or assist in special studies and assignments relating to development or enhancement of engineering management, quality management and configuration management practices and procedures.

11.Where requested, assist NWMO’s engineering team in providing technical oversight by reviewing the design inputs and design outputs produced by internal and external design responsible organizations.

12.Assist NWMO’s DA in performing engineering quality assurance by reviewing PQP, EMP, Inspection Test Plans and other applicable design input and design output documentation.

13.Assist NWMO’s DA in maintaining the integrity of the design basis and licensing basis by ensuring engineering change control principles are used to manage changes/modifications.

14.Ensure all work activities reflect an awareness of applicable laws, regulations, codes & standards and NWMO’s governances.

15.Plan, develop and present trainings for engineering staff to ensure that engineering management related policies, procedures and practices are understood and properly implemented.

16.Within the general context of job responsibilities, make suggestions to the supervisor on how to improve the efficiency and effectiveness of the QA/QC function.

Education Requirements• A four (4) year University degree in Engineering or equivalent.
Experience•Over 6 years of relevant experience preferably in the nuclear, manufacturing, mining or heavy construction industry.
•Knowledge and application of engineering management and engineering change management processes, quality management and quality assurance principles.
•Requires experience and knowledge of quality assurance standards and requirements, and quality management practices and the application to Engineering design inputs and outputs, procurement, manufacturing/fabrication, and commissioning of new or existing structures, systems, equipment and components.
•Requires demonstrated past experience working with ISO 9001 Quality Management standards.
•Familiarity with application of CSA N286 requirements to engineering projects is considered an asset.
•Professional experience in design, construction and commissioning.
•Requires past experience in developing, reviewing an assessing PQP, EMP and Inspection Test Plans.
•Experience supporting the improvement of QA, engineering management and change management processes.
•Requires experience to understand corporate policies, corporate structure, practices, governances, and systems associated with engineering and QA processes.
•Strong verbal and written communications required.
