Your place in the team
Reporting to the Manager, International Policy, the Policy Analyst provides policy analysis and project management skills in order to help SCC meet its key strategic objectives. The role is responsible for considering opportunities to align standards and related policies and processes across federal, provincial, and territorial jurisdictions; considering how to best utilize standardization to advance goals and activities related to the digital economy; supporting internal and international trading relationships; contributing to the health and safety of Canadians; and promoting economic growth.

The Policy Analyst works cross-functionally with other Branches' members to achieve organizational effectiveness in supporting the development and delivery of pertinent and coherent policy-based programs, projects, and priorities.

Your background

* Post-secondary education in economics, business administration, social science, political science or equivalent discipline
* Experience related to standardization, strategic policy and/or stakeholder relations
* Experience supporting the facilitation of multi-stakeholder technical or policy-setting groups or committees
* Experience in: project management, research and analysis, strategic-thinking, report writing
* Language Requirements: English Essential

Key Activities
1. Researches and analyzes a variety of social, economic, regulatory, standardization or trade-related topics to enhance the capacity of SCC to provide value-added analysis, advice, and services to private and public sector stakeholders:
* Prepares background materials and develops proposed action strategies to advance SCC input into standardization-related trade and regulatory policy, including the identification of trends and emerging issues.
* Participates in programs to engage targeted stakeholders, including industry and government representatives, with particular focus on sustaining relationships, enabling, and promoting their use of, and involvement in, standardization.
* Assists in the development of papers, briefing notes, and presentations to communicate the results of policy analysis to SMC and key stakeholders, in order to promote the efficient use of Canada's standardization system in support of national policy priorities.
* Works closely files relating to artificial intelligence, data governance, and digital economy to monitor trends, respond to stakeholders' needs, and utilize standards and conformity assessment to facilitate trade.
* Supports Senior Policy Analysts on other trade and regulatory files, as appropriate.
1. Applies project management principles in order to appropriately analyze, cost, plan and coordinate various meetings, projects, programs or services (from conceptual design to logistics and execution), including communication/consultation and change management, planning, critical path monitoring:
* Applies policy analysis skills to monitor and assesses the public environment to identify the impact of external factors on SCC. Ensures that those external assessments are appropriately conveyed within SCC and adequately considered, which includes supporting their incorporation into briefing notes or reports to Senior Management, as applicable.
* Collaborates with colleagues in order to promote and pursue pertinent standardization-related objectives. This includes working closely with members of other branches on multi-disciplinary project teams in an effort to more effectively deliver on strategic priorities.
* Participates on collaborative work teams through direction-setting and planning of work items and tasks associated with initiatives assigned to their team(s). This includes providing coaching and guidance to less experienced team members and colleagues and taking accountability for the accuracy and relevance of deliverables to stakeholders.

Note 1: Priority will be given to Canadian citizens and permanent residents.

Note 2: SCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints.
