Location: MaRS Centre, Toronto

Salary: Commensurate with level of experience
Hours: 35 hours/week

Status: Full-time, Temporary (9 months)

Position Summary
The Ontario Institute for Cancer Research (OICR) is seeking a Contract Specialist to utilize leading practices in supply chain in order to obtain best value in the procurement of all goods and services. The Contract Specialist will be responsible for supporting the procurement activities for OICR including competitive and non-competitive procurement, contract development and management in accordance with established policies and procedures.

This position is temporary, full-time to cover a leave from January 2025 to October 2025.

Position Responsibilities
* Participate in procurement planning and provide advice on procurement options, policies and processes and recommending alternative approaches to meet their needs
* Collaborate with Finance staff and Program Managers for RFx development and issuance
* Develop documentation for competitive and non-competitive procurements from start to finish
* Oversee procurement evaluation meetings to ensure fairness and transparency
* Maintain procurement and contract database and other procurement files
* Support the Procurement Manager in the procurement process and work closely with internal stakeholders and Program Managers and Directors for contract development and administration
* Be the point of contact and liaison for negotiation of agreements
* Participate in monthly team meetings to review project status in relation to changes in scope, budget and escalation of issues
* Liaise with vendors and seek legal counsel on negotiations and other legal matters pertaining to procurement
* Assist with preparation of year end reporting including notes about exceptions and ongoing contractual commitments
* Liaise with relevant stakeholders to develop reports or to validate and understand data
* Participate in review meetings and raise procurement issues as appropriate
* Drive innovation and culture change by delivering accelerated impact and reinforcing a collaborative culture
* Maintain accountability for collaboration across departments and programs and with external partners
* Maintain responsibility for supporting division strategy and goals, allocating resources and delivering results on time and within budget

Qualifications
* Completion of a community college program in Business or Supply Chain, or recognized equivalent
* Experience with negotiating and reviewing contracts
* Working towards a purchasing certification (CSCMP)
* Familiarity working in a research and development environment
* Experience with Microsoft Word, Excel and Access
* Excellent organizational and communications skills
* Strong interpersonal skills at all levels within the organization and externally with suppliers
* Ability to work both independently and in a team environment
* Practical accounting knowledge
* Familiarity with purchasing, costing, purchase price variances and forecasting systems
* Good understanding of GMP/ISO standards, and principles of quality and quality control management
* Familiarity with ERP systems
* Familiarity with public procurement (Broader Public Procurement Directive - BPS), public procurement policies and legislation
