Description
As a federal Crown corporation, Atomic Energy of Canada Limited (AECL) has a mandate to enable nuclear science and technology and manage the Government of Canada's radioactive waste liabilities. Since 2015, AECL has been delivering its mandate through a Government-owned, Contractor-operated (GoCo) business model, whereby a private-sector organization, Canadian Nuclear Laboratories (CNL), is responsible for managing and operating AECL's sites on its behalf, pursuant to long term agreements. AECL's objectives under the GoCo model include accelerating Environmental Remediation Management, managing the Federal Nuclear Science and Technology Work Plan in support of government priorities and needs, and building a world-class nuclear laboratory that fulfils government priorities and grows commercial revenues, while reducing or containing costs and risks to Canada.

Reporting to the Vice President, Science, Technology and Commercial Oversight (VP-STCO) and working alongside the Director, Strategic Programs & Partnership (D, SP&P), the Director, Technology, Innovation and Commercialization is a key resource providing performance oversight of activities for Canadian Nuclear Laboratories (CNL) to maintain and build capabilities that progress business opportunities identified to have significant growth potential with high organizational synergies to CNL S&T capabilities. This role will focus on broader domestic and global technology markets either in nuclear or adjacent/complimentary fields of interest. This position strongly coordinates with S&T R&D programs such that it can provide strategic direction, and effective oversight of, innovation, technology stewardship and readiness-level advancement, business case development, and commercial activities. The overall goal of the S&T mission is to build an enduring, stable, and world-class collaborative national laboratory for Canada that is continuously driving forward innovation and technology advancement for the benefit of Canada and its international partners.

The position is based out of our Chalk River office location; however, travel may be required to other AECL sites.
Essential Responsibilities:

- Has oversight of CNL tactical and strategic plans and projects for technology advancements, innovations, or commercial opportunities and assesses the feasibility and technical and business risks of bringing a given technology, solution, or service into the market.
- Oversees, with a high level of detail and accountability, a product/project portfolio life cycle including development, validation, launch and execution activities in support of the business strategy, overseeing negotiation of commercial contracts and agreements, with the goal of ensuring Go-Co value and risk management.
- Oversees phase gate projects to address issues and ensures product line concepts are developed and implemented and managed appropriately within AECL and CNL governance structure.
- Accountable for own or individual team member(s) effective contract management and performance oversight and reporting related to CNL's S&T programming and strives for on-site presence within S&T, ensuring visibility of AECL and strong relationship building with the CNL teams.
- Provides strategic advice and support in negotiating performance measures, setting targets and determining the associated earnable fee, as it is related to delivering S&T programs and continuously looks for opportunities to challenge and incentivize the contractor to improve performance, grow margin, reduce and contain costs, and manage risks.
- Develops and maintains strong networks within private industry, academia, and government to understand priorities and provide direction for initiatives in S&T. This will require some domestic and international travel.
- Ability to process complex information, quickly assimilate new data/ subjects and make timely risk-informed decisions.
- Ability to demonstrate political savvy and to use considerable judgement when considering how to reach success on delivery in the areas of scope, cost, schedule and quality for projects and programs.
- Other related duties as required.

Required Skills, Experience and Qualifications:
- Must hold an engineering or science degree at the Bachelor level or above; an advanced degree is desired.
- Significant and varied experience (at least 10 - 15 years) in the nuclear sector.
- Knowledge of CANDU technologies.
- Commercial and technical background sufficient to provide strategic direction to the activities within S&T areas.
- Requires a business background with an ability to consider technical and non-technical aspects of work.
- Financial understanding is required to review and understand financial performance; ability to understand business cases from a financial and risk basis.
- Experience working for or closely with Government organizations considered an asset.
- Demonstrated negotiating skills and adaptability to encourage recognition of joint concerns, collaboration, and to influence the success of outcomes.
- Has superior oral and written communication skills and is able to gather and synthesize information from several sources, organize ideas and present arguments in a clear and convincing manner.
- Highly developed interpersonal skills with the ability to effectively build and maintain relationships, deal with sensitive issues at all levels, and gain the commitment and support of key stakeholders.
- Good judgment, initiative, strong drive, positive attitude and consistent, careful attention to detail are all required.
- Demonstrated ability to provide well-informed advice and develop strategies that are sensitive to the various needs of multiple stakeholders and partners, and position AECL for success.
- Demonstrates tact, diplomacy, trust, and discretion in handling and safeguarding sensitive and confidential information.
- Incumbent requires strong self-discipline, excellent organizational skills, a keen sense of judgment and an ability to elicit high performance from others.
