This permanent-full time position is an exceptional opportunity to become a member of the Innovation Fund and Land Disposition team, where you will be responsible for the review and approval of all contribution, loan and equity applications. You will be accountable for providing strategic direction, technical advice and leadership on the assessment of applications and financial models to meet objectives. You will drive the relationship with key business partners and will be accountable for performance targets and ensuring appropriate risk awareness and mitigation within area of responsibility.

How You Will Be Contributing

* Providing strategic input in the development of policy enhancements for the functional area.
* Developing and maintaining relationships with key clients in order to assess their requirements and satisfaction and identify product development and improvement opportunities.
* Ensuring guidelines and procedures are followed by leading the process of reviewing and approving contribution, equity and loan applications.
* Leveraging various programs offered by Assisted Housing, Insurance and other governments to find the most suitable solution for the proponent while ensuring the highest level of success.
* Providing input to divisional vision, direction setting, business planning and development.
* Managing issues of a politically sensitive nature using critical thinking, judgment and experience to find a solution.
* Managing the review and decision of affordable housing loans, equity and contribution applications within the associated policy framework and delegated financial authorities.
* Working within a measurement framework and reviewing progress against key milestones and targets.
* Understanding innovative and creative financing models, and land development, and working with Proponents to strengthen applications prior to submitting to Committees.
* Coaching Senior Analysts on technical financial tools and reviewing applications that are complex, high in dollar value and that include significant risks.
* Ensuring financial controls are adhered for all investment and sales made under the initiatives.
* Identifying and managing risk by ensuring due diligence while reviewing and approving complex applications, monitoring the quality of results and by reviewing key performance indicators.

Reviewing and approving reports on activities funded or completed through the initiatives, as well as approving inputs to the functional reports, corporate reports, annual report, reporting on project level information to the Minister's Office.

What We Are Looking For

* A commitment to demonstrating CMHC values
* University degree in Accounting, Finance, Business Administration, Economics or Commerce or in a related field with a minimum of 10 years of relevant experience or an equivalent combination of related education and experience
* Demonstrated experience in program administration
* Sound analytical skills with demonstrated ability to capture and synthesize information to develop strategic business plans
* Ability to make a persuasive, clear presentation of ideas that will convince others and gain acceptance of proposals or plans
* Superior written and verbal communication skills
* Strong communication skills (written and oral), including the ability to speak and write clearly and succinctly in a variety of settings and styles to communicate messages that have the desired effect
* Understanding of the implications of public policy and political environment on federal/provincial Housing programs
* Good organizational skills, including project management and the ability to undertake and complete multiple, concurrent tasks
* Sound knowledge of federally funded Affordable Housing programs and their context
* Expert knowledge of Housing finance
* Expert knowledge of underwriting theories, principles and processes
* Expert knowledge and understanding of mortgage loan insurance, real estate, financial markets, credit analysis, underwriting theories and processes
* Understanding of the implications of public policy and political environment on federal/provincial Housing programs
* CRF, CFA, CA would be considered an asset
