PURPOSE OF THE POSITION:

• To strive for industry leading natural environment performance by managing the development and implementation of procedures, processes, and systems to ensure compliance with regulatory and company requirements while minimizing or eliminating natural environment risk exposure to the company;
• To support the annual capital project planning process by identifying and ensuring environmental constraints are properly addressed;
• To develop and maintain relationships with Environmental Regulators (DFO, Parks Canada, Navigation Protection Program) and interested Indigenous Communities and communicate information about CP projects;
• To provide sound advice to internal stakeholders related to legislation, regulatory risk and principles as related to the natural environment
• To lead technical consultants in the preparation of environmental screening reports, technical assessment reports, project reviews and/or applications for CP projects and submit to responsible regulatory agencies;
•  To manage trailing obligations related to legacy projects.

 The position will be base dout of either Clagary, AB or Port Coquitlam, BC.

POSITION ACCOUNTABILITIES:

• Conduct site visits and perform compliance inspections as required to support the business.
• Complete desktop environmental screenings on all proposed projects to determine environmental timing windows as well as the estimated time and cost required to obtain environmental permits and approvals. If required, arrange for a local consultant to visit site in a timely manner and complete a Risk Determination;
• Provide Best Management Practices and other environmental mitigation measures to be used on projects to reduce environmental impacts;
• Spend time travelling territory to share environmental knowledge with CP and Contractor forces and to share railway knowledge with environmental consultants;
• Prepare and submit environmental assessment reports, Request for Project Review and/or Permit, License or Approval applications and documentation (as appropriate to the project) and engage local environmental regulators and Indigenous community representatives to advance CP projects in a timely manner;
• Enter project information into the CP Environmental Project Tracking Database, keep records of all environmental screenings, reports and advice provided to CP project sponsors, forces  and contractors and prepare monthly summary reports of ongoing activities;
• Lead the environmental technical consultants retained to complete technical environmental studies on behalf of CP;
• Identify, assess and reduce environmental risks to the company and lead the environmental compliance throughout the project lifecycle;
• Undertake Indigenous community information sharing sessions and consultation for CP project development.

POSITION REQUIREMENTS:

• Post-Secondary education in environmental science or a closely related technical discipline;
• Registration (or eligibility for registration) in a Professional Association or Professional College (at either the Professional or Technologist level);
• A minimum 7 - 10 years of experience in completing environmental assessments regulatory reviews and applications as well as interacting with environmental regulators to advance projects through the permitting process;
• Knowledge of terrestrial and aquatic environmental attributes (including fisheries, species at risk and migratory bird habitat);
• Experience in the development of measures to protect the environment during construction activities as well as experience working with construction contractors to reduce impacts to the environment once construction has begun;
• Ability to work in a team environment with co-workers of varying backgrounds and education levels;
• Experience working with environmental regulators and advancing projects through the permitting process.
• Previous railway or linear corridor experience would be considered an asset.

Management Conductor Program:
