The Provincial Health Services Authority (PHSA) has a unique role in BC's health authority system: to ensure that BC residents have access to a coordinated provincial network of high-quality specialized health-care services. PHSA works in partnership with the province's health authorities and health-care professionals to improve access to evidence-informed practice closer to where people live and to effectively promote health, manage chronic conditions and reduce the burden of illness. With a $3.6 billion annual operating budget and more than 24,000 employees across the province, PHSA takes a population-specific and patient-centred and evidence based approach to care, in support of BC’s health care system goals.

This is an opportunity to truly effect positive systemic change in one of Canada’s strongest health systems. Reporting to the President & CEO, this executive position partners with senior leadership, supports the Board, and has executive leadership responsibility for financial strategy, management and reporting related to PHSA’s $3.6 billion annual budget. The Vice President, Finance role provides a unique opportunity to shape a department of finance for the future. The Vice President works collaboratively with key stakeholders, including the financial leaders of PHSA’s agency organizations as well as government officials and others, providing leadership and consultation related to the organization’s financial strategy. The Vice President is responsible and accountable for all processes related to organizational business planning and financial reporting, and ensures these align to strategy and prioritize achievement of performance objectives. The Vice President will be tasked with developing new practices such as activity-based funding, performance management and the use of finance as a strategic tool. As a leader of a team of professionals, the Vice President is also responsible for supporting their team to ensure a culture of strategic business support and customer service.

As the ideal candidate, you are a future-thinking change agent who is able to communicate a clear vision, strategy and roadmap supporting PHSA’s provincial mandate and the development of accessible, sustainable healthcare across the province. You will effectively align with the mission, vision and values of the organization, and will thrive in a partnership-driven, matrixed organization. You will bring many years of senior financial leadership, along with a CPA designation and ideally a Master’s degree, as well as a proven track record of effectively working with diverse groups toward a shared vision. Coming into the Vice President position, you will have demonstrated an ability to produce practical financial information which allows senior leaders to make informed decisions, and which enables innovation, continuous improvement, and measured risk taking. Beyond the requisite technical financial skills and abilities, you are a builder of teams and possess outstanding relationship skills, recognizing more can be accomplished in partnership than individually.
