Job Description: Reporting to the Director of Facilities Management, the Manager, Facilities Management, Custodial Services is responsible for managing a team of custodial professionals to deliver a robust and standardized custodial program for designated clients and properties in the City. The Custodial Manager will be responsible to implement and ensure a high standard of cleanliness, through the creation, implementation and ongoing oversight of custodial standards, which are in alignment with industry standards, to service designated City facilities. The Custodial Manager will be accountable for the activities of the custodial staff ensuring that they meet the established guidelines and outputs for clean and safe building environments throughout the portfolio. In this position you will lead and oversee a centralized custodial service delivery model, ensuring efficiency and effectiveness of custodial services across city properties. You will also be responsible for developing and implementing corporate-wide custodial standards and practices, aligned to industry standards and legislative requirements, ensuring a high standard of cleanliness across city properties. Additionally, you will manage a team of over 300 in-house staff and over 100 outsourced custodial professionals, ensuring custodial staff meet established guidelines and outputs for clean and safe building environments Major Responsibilities: - Lead and oversee a centralized custodial service delivery model to standardize in-house and outsourced cleaning services across city properties, in alignment with industry best practices and legislative requirements. - Develop and implement long and short-term strategies, policies, procedures and standards related to custodial service delivery to improve service delivery and meet divisional objectives. - Manage a large, diverse group of unionized and non-unionized custodial staff, full-time/part-time employees and contracted staff. Oversee the recruitment, selection, performance management, deployment, and professional development plans. - Develop and implement detailed plans and recommend policies regarding program specific requirements. - Manage, motivate and train the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation in others. - Guide the planning, and day-to-day direction of Facilities custodial services to ensure that all facilities are properly set-up, cleaned and maintained as per the scope of work. - Promote organizational teamwork, participative management, excellent customer service and collaborative problem solving to build team culture and add value to service delivery. - Mentor and provide support to the Supervisors to ensure compliance with and a thorough understanding of the Collective Agreements covering unionized City workers (CUPE Locals 416 and 79); and Provincial Collective Agreements covering certified Trades staff and corporate and divisional policies, procedures and guidelines, and City by-laws. - Develop, recommend and administer the annual budget for the unit, in close coordination with other Corporate Real Estate Management (CREM) service lines, and ensure that the unit's expenditures are controlled and maintained within approved budget limitations. - Supervise the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorize and control vacation and overtime requests. Monitor and evaluate staff performance, approves salary increments and recommends disciplinary action when necessary. - Work collaboratively and in conjunction with the Corporate Employee Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provide guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division. - Oversee contracted cleaning services working closely with vendor management to ensure client concerns are addressed in a timely manner and quality assurance standards are met. - Develop service specifications for outsourced custodial services suppliers, including work scope, service levels and reporting requirements reflective of leading industry practice. - Provide support in the procurement of custodial service providers for CREM and other City Divisions and partner organizations and user groups, including procurement strategy, reviewing supplier proposals, participating and leading supplier negotiations, and acting as a subject matter expert for all related aspects from design through contract execution. - Provide oversight to the ongoing vendor and contract management of custodial service providers. - Review, analyze and provides recommendations on existing and potential service contracts including financial implications, staffing and other resources. Make decisions regarding service optimization and business process simplifications that could result in alternate service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation. - Develop and manages the implementation of a comprehensive training program, job standards, and operating procedures for custodial staff, ensuring production levels and standards are met and aligned with industry best practices. Ensure that all health and safety training is delivered and that legislative requirements are met. - Establish a preventive maintenance program for cleaning equipment. - Develop and implements processes to address changes in service levels properties to ensure accurate building inventory and operational data is available. - Manage work loading plans and staffing levels (in line with industry best practice) and ensures cleaning output levels are met. - Identify and manage the delivery of custodial services that respond to unique customer and programming requirements. - Establish standards and key performance indicators and implement quality assurance programs to ensure desired cleaning levels are met and that key performance indicators are actively measured, reported and monitored on a consistent basis to support decision making. - Develop and manage a service complaint process to appropriately address custodial service issues. - Respond to emergency and priority situations by anticipating problems, making decisions, deploying appropriate financial and human resources. Investigate internal/external complaints, where required, and implementing actions for satisfactory resolutions. Ensures quality customer service by providing timely, cost effective and optimum delivery of services. - Conduct research and keeps updated on industry best practices and solutions to enable ongoing and improved productivity and service. - Lead the modernization of custodial service delivery by supporting technology system upgrades to bring work orders into the automated Facilities Management work order system. Monitor the custodial services aspect of the client Service Level Agreements and meets regularly with Supervisors and staff and conducts on-site inspections to ensure facilities are maintained to a high standard of cleanliness/maintenance and customer service expectations are met. - Consult with clients to determine and advise on the most cost-effective solution for their functional requirements. Provide expertise to clients and supports the development of operating budgets for custodial services, process for above and beyond services, charge back and estimates for new services. - Provide subject matter expertise on the implementation of fiscal controls, budget forecasting procedures, and the procurement process related to custodial services. - Make recommendations and implements solutions for cost saving in operations through innovative procurement strategies, implementation of technology and knowledge of industry standards and best practices. Implement solutions to increase productivity, adjusts occupancy, standardizes processes and use of resources and materials, and centralizes equipment usage to deliver financial savings. - Guide the design and completion of quality assurance cleaning audits, develop work plans and implements cost effective solutions consistent with industry best practices and the overall vision of the Facilities Management operations and strategic direction. - Ensure a clean, safe and healthy environment for the safety and welfare of staff and members of the public in all facilities, by identifying and addressing interior and exterior building hazards such as slip and trip hazards, weather conditions, heating and cooling conditions, and fall prevention and lifting hazards on a timely basis. - Prepare time-sensitive reports for various committees and Council. Key Qualifications: 1. Post-secondary education pertinent to the job function combined with considerable industry experience or an equivalent combination of education and experience. 2. Considerable experience managing custodial services, within a large institutional (public and private) setting and in a unionized environment, and thorough knowledge of best practices in cleaning strategies and a solid understanding of facilities management practices, 3. Considerable Experience in leading and managing staff including supervisors and front-line staff 4. Experience implementing and sustaining APPA standards for custodial service delivery. 5. Considerable experience in understanding and managing budgets including monthly variance analysis, contract and operational management, client service estimates are accurate, and service benchmarking is tracked. 6. Extensive experience in supervising a large compliment of unionized custodial staff including performance management issues and investigations 7. Considerable experience overseeing contracted services including a sound knowledge of contract language and implementation 8. Highly developed oral and written communication skills. 9. Demonstrated experience in conflict resolution, problem solving skills and political acumen. 10. Ability to use information technology to optimize operations. 11. Ability to succeed in a fast-paced environment and strong multi-tasking skills. 12. Must possess a valid G-license, be eligible to obtain a City driving permit, and have access to a vehicle. 13. Must be flexible and available to respond to after-hours requests, work on evenings and weekends where required. | |
