Job Summary

The Finance Manager provides effective and efficient management of all financial activities within the Department of Pediatrics. The Manager is accountable for the management and administration of the financial resources within the Department in accordance with University and Faculty policies and procedures and departmental goals and objectives. The Finance Manager supports the Chair and the Director of Administration in financial matters and decision-making. The Manager is also responsible for leading and managing finance staff members and overseeing financial work done by other department staff. The Manager works in collaboration with the Chair, the Director of Administration and the Human Resource/Operations Manager to ensure the efficient operation of the Department.

 

Accountabilities

Financial Management

The Finance Manager, supports the Chair, the Director of Administration the Department's Executive/Financial Management Committee in setting  financial priorities and plans for the Department and  monitors the annual budgets ensuring that appropriate financial controls are in place and that they are in accordance with Generally Accepted Accounting Principles (GAAP), McMaster University and Faculty of Health Sciences policies and procedures.

This will entail overseeing the financial transactions of two Alternate Funding Plans (AFP), the clinical practice plan, research account reconciliation, department operating funds and education specifically restricted funds. In addition, the Finance Manager has a liaison relationship with the pediatric accounts within both Hamilton Health Sciences and St. Joseph's Healthcare.

The Finance Manager will provide accurate and timely financial reports to the Chair, the Director of Administration as requested, including regular updates to revenue and expenditure projections.

Under the direction of the Director of Administration, the Finance Manager will be responsible for financial management of the department’s operating budget in cooperation with and oversight by the Faculty Finance Department and the the McMaster Pediatric Physician Association (MPPAfunds, and the department’s research portfolio. To achieve this outcome the Manager of Finance will:

•Develop business plans for education, research and clinical activity for the department and MPPA.

•Understand and adhere to  Faculty financial policies and guidelines

•Develop reports to enable the Director to monitor and manage multiple budgets according to multiple institutional policies, procedures and funding requirements.

•Responsible for Alternate Funding Plan (AFP) projects, including payments to physicians

•Assist in the development of financial plans for new funding initiatives

  • Assist in the development of a model for distribution of funds based on teaching and research contributions
  • Support the Director of Administration in  the distribution of funds and refine the processs for the distribution of these funds.
  • Provide information as requested to support the annual external audit of the Alternate Funding Plan (AFP)  .
  • Be responsible for the preparation and ongoing accuracy of all cost of practice accounts including meeting with faculty members on a regular basis in order to discuss and assess financial performance.
  • Assist with the administration of endowed chair and professorship funding .
  • Monitor the department’s financial position by reviewing transactions in all funds on a regular basis.

 

Supervision of Support Staff

The Finance Manager will be directly responsible for the supervision and leadership of the financial operation of the Department of Pediatrics and those matters directly related to the AFP. The Finance Manager  will supervise the Budget Analysts, Accounting Assistants and Data Management Assistants that comprise the finance team. The Finance Manager will also provide guidance and advise on work procedures including but not limited to:

  • Establishing work priorities and schedules by allocating staff to meet both short and long term work requirements
  • Providing training as necessary
  • Establishing quality and quantity standards for the finance unit, ensuring that they are met
  • Addressing work related employee problems and manage attendance and performance related issues.

The Finance Manager will be responsible for the hiring of staff for this unit and for managing the probationary period process for newly hired staff.

The Manager will engage team building, performance management, coordinate the resource needs of the staff, balance workloads, assess and meet training needs and will ensure the efficient and effective financial operation of the Department.

 

Planning

The Manager contributes to the development of business plans intended to make the department more flexible, cost effective and responsive to customer needs by developing strategic financial plans. The Manager will participate in the development and implementation of both short and long term plans to ensure the effective and efficient use of all operational resources. The Manager will work closely with the Director of Administration to define projects, assign priorities and allocate staff while monitoring the progress of new and existing projects. As a member of the Department's administrative team, the Finance Manager will provide strategic leadership and will work collaboratively with managers within the Department as well as the Health Sciences Departments of Finance and Research Finance to develop procedures and recommendations concerning the business of the Department.

 

Education 

University degree and  Certified Professional Accountant (CPA) designation, are required.

 

Experience

A three to five years effectively managing a finance team, preferably in a University or Hospital environment. A broad, in-depth knowledge of Generally Accepted Accounting Principles (GAAP) and Canada Revenue Agency (CRA) policies combined with a thorough knowledge of accounting applications.

Proven leadership and supervisory skills are essential with a focus on accomplishing department objectives on a sustained basis.

Experience with financial data analysis and creating reports based on the data would be an asset.

 

Knowledge/Skills

Proven skills in financial reporting and analysis.

Must possess strong management skills.

Experienced in the development and implementation of budgets; alternative funding plan (AFP) and experience reconciling accounts are required.

Must have knowledge of the audit process.

Must possess working knowledge of Office 365 and advanced capability in Excel.

An ability to take initiative in improving processes or developing new processes within the department to meet changing conditions is required.

Excellent time management, organizational and interpersonal skills are required as well as strong problem solving skills, with a focus on outcomes.

An ability to effectively communicate financial information to audiences of varying sizes and acumen.

Must provide an exceptional customer service experience at all times.

 

The Finance Manager must be able to function in an ever-changing environment with competing demands, priorities and deadlines. The successful incumbent will be expected to explore opportunities to automate and streamline procedures in order to improve the efficiency of the department while maintaining a high level of customer service.
