The opportunity

 

Reporting to the Manager, Environmental Planning and Permitting, this position is responsible for providing land conservation & reclamation technical service and post-construction monitoring support on the development of pipeline projects throughout Canada. Key activities will include: developing and executing land conservation and reclamation permitting strategies; directing and overseeing third party consultants; ensuring projects are assessed, planned, developed and reclaimed within corporate environmental policies and asset management objectives; developing and overseeing implementation of post-construction monitoring plans; preparing and reviewing various regulatory submissions.

 

This position will work extensively with external groups including regulatory agencies, Indigenous   groups and landowners, as well as internal multi-disciplinary project teams. This position advises management on conservation & reclamation and post-construction monitoring issues affecting the industry as well as specific projects, and is responsible to propose, negotiate and implement solutions to identified issues.

 

What you’ll do

  • Provide technical land conservation & reclamation advice to support environmental design and permitting activities, developing mitigation and contingency plans, and developing and implementing reclamation programs for pipeline projects
  • Provide technical land conservation & reclamation advice to shape strategic direction and enhance corporate practices regarding biodiversity opportunities and conservation & reclamation performance
  • Provide technical advice to the development and implementation of post-construction monitoring plans and required reports
  • Provide guidance to project teams regarding reclamation projects responsible for; project execution plans, budgets and schedules, cost management and risk mitigation measures and ensure the integration of environmental protection is appropriately applied throughout project lifecycle
  • Oversee daily direction and management of reclamation implementation projects, providing project management, technical direction, compliance monitoring and overall guidance to field personnel;
  • Oversee implementation of post-construction monitoring programs, ensuring compliance with requirements; identification and evaluation of issues and risks; advice for issue resolution; and timely completion of required reporting
  • Evaluate detailed technical soil assessment data, vegetation assessments or research reports to identify risks and issues, and establish mitigation and reclamation plans
  • Maintain relationships and ensure collaboration with key pipeline project disciplines responsible for engineering, project management, land, community relations, Indigenous relations, legal, and safety to identify and resolve issues
  • Ensure compliance with TC Energy policies and procedures; and
  • Support the identification of industry, regulatory, and public critical emerging environmental issues and assist in developing strategies to mitigate risks with respect to pipeline construction, operations, and abandonment.
     

Minimum Qualifications

  • Bachelor's Degree in environmental sciences, geography, resource management, or related fields
  • Minimum 6-8 years’ experience in conducting soil surveys, vegetation and/or wetland assessments, construction soil monitoring, land capability and reclamation assessment, or reclamation planning, monitoring and/or reporting
  • Experience with field implementation of linear development projects and mitigation development related to soils, vegetation, land conservation & reclamation; and post-construction monitoring
  • Experienced in technical writing and in writing for regulatory submissions
  • Experience in project management, permitting, and environmental compliance monitoring; and
  • Professional status with the Alberta Institute of Agrologists with a practice area in Land Reclamation and/or Environmental Monitoring or equivalent.

 

Preferred Qualifications

  • Knowledge of environmental laws/regulations (provincially and federally within Canada) and practices pertaining to pipeline and/or other energy infrastructure operations;
  • Strong communication and interpersonal skills and experience working with Regulatory Agencies, Indigenous groups, non-governmental organizations, landowners and the public
  • Knowledge and experience in plant and weed identification, as well as revegetation and vegetation/weed management strategies
  • Demonstrated ability to communicate with field personnel to implement land conservation and reclamation strategies
  • Strong knowledge of pipeline construction methods
  • Demonstrated ability to solve complex and unique regulatory, permitting and compliance issues; and
  • Commitment to client service and support.
