The opportunity

Our Indigenous Relations team is evolving to meet the needs of our growing business while safeguarding our relationships with Indigenous groups. We are expanding our team to support our TC Energy Indigenous Relations Program, Indigenous Relations Policy, and Indigenous Relations Strategy to ensure effective engagement with Indigenous groups to secure ongoing access to land and to meet evolving regulatory requirements.

 

You will report to Corporate Indigenous Relations and the Central Regional Director and work with various internal stakeholder groups. We are seeking a highly collaborative Regional Liaison who has experience in leading efforts to establish and maintain relationships with Indigenous groups and organizations and has knowledge of pipeline infrastructure and associated regulations.

The successful candidate will be required to regularly interact with and travel throughout the region to visit Indigenous groups or organizations and/or to facilitate their participation in TC Energy events or visits to TC Energy assets.

 

What you’ll do

  • Prepare and deliver notifications, presentations and briefings to Indigenous groups raising awareness of assets, maintenance activities, industry standards and regulations
  • Organize and participate in proactive in-person meetings with Indigenous groups and maintaining of relationships through follow-up phone and email correspondence
  • Plan and organize damage prevention and pipeline safety public awareness sessions or workshops
  • Facilitate Indigenous participation in emergency preparedness and response planning sessions and exercises, where appropriate
  • Develop and implement quarterly or annual key regional event plans and attendance at these events (e.g., open houses, pow wows, job fairs, etc.)
  • Document all interactions with Indigenous groups (Staketracker) and assurance that the engagement evidentiary record is accurate and complete for relationship, regulatory and legal purposes
  • Support provincial permitting applications and related Indigenous engagement compliance
  • Support compliance with regional permit conditions in collaboration with internal stakeholders
  • Support smaller scale projects in the region with strategy, planning, engagement and regulatory application / filings, where required
  • Identify business capacity and contact information and assistance to the Indigenous Relations Business Engagement team in providing general information on TC Energy’s approach to Indigenous contracting and employment (e.g. vendor registration, RFP requirements, etc.)
  • Provide advice and context to support the development of regional and/or project/program-specific Indigenous risk management and relationship building strategies, plans, and tactics, including guidance on Indigenous Relations matters to regional field management and staff
  • Complete and document engagement determinations for regional operations and maintenance activities
  • Conduct research and compile background information to contribute to the development of strategies, plans or responses to key issues and risks
  • Identify and activate regional community investment and education & training opportunities aligned with TC Energy’s Corporate Community Investment program guidelines and participate in regional collaborative program funding decision-making
  • Participate in industry and Indigenous forums, as required, to enhance the sharing of best practices and lessons learned.

 
Minimum Qualifications

  • Post-secondary education, a degree or business diploma from a recognized institution is required
  • A minimum of 4 years of experience in Indigenous Relations, Environment, Archaeology, Anthropology, Law, Community Development, Stakeholder Engagement, Land, or Government Relations
  • An equivalent combination of education and experience will be considered
  • Must have and maintain a valid driver’s license
  • Knowledge of the federal and provincial regulatory processes and consultation guidelines, particularly as they are related to the energy industry in Canada
  • Experience engaging with Indigenous groups and working with representatives and community members to resolve complex and often contentious issues
  • Proven ability to work with Indigenous groups to identify opportunities to support capacity building
  • Superior communication skills, both verbally and in writing, with the ability to effectively present to a variety of audiences

 

Preferred Qualifications

  • Previous experience working in the mid-stream energy industry is considered a valued asset
  • Strong business acumen within the energy, electricity or mining industries are considered an asset
  • Ability to be a team player and work independently to achieve project-driven deliverables in a continuously evolving context
  • Experienced in using CRM computer software such as Higher Gear and/or StakeTracker
  • Excellent problem-solving abilities and the ability to find creative solutions to complex problems
  • French communication would be an asset.

 
*In the performance of this role, travel of up to 50% will be required.
 
*Successful completion of Security Clearance/Criminal Check may be required.
