The opportunity

TC Energy’s Canada Gas business unit is seeking an experienced Project Manager to join our team. Reporting to the Manager of Eastern Projects, in this role you will be responsible for leading project development activities associated with Trans Quebec and Maritimes (TQM) projects. Your responsibilities will be accomplished through collaboration with technical experts, shared service departments and various other internal and external stakeholders.

 

This role is based in Montreal, QC but relocation timelines are flexible to meet the needs of the business and successful candidate.

 

What you’ll do

  • Supervise and manage development of TQM Projects, subject to overall management and direction of the TQM Project Steering Committee
  • Manage the interface between partners (Énergir and TC Energy) to ensure adherence to partnership Division of Responsibility (DOR) guidelines
  • Liaise with internal and external groups to understand a project’s objectives and determine the necessary scope deliverables, cost, schedule and quality requirements
  • Manage project activities including budget, schedule and reporting functions in accordance with project reporting requirements, delivering the required levels of quality and risk control
  • Develop project plans and key project documents including: project execution plan; stakeholder engagement plan; communication plan; risk management plan; change management plan; resource plan; procurement plan; safety management plan; construction management plan; Scope of Work, Request for Proposal (RFP), regulatory application, etc.
  • Lead a team to meet the objectives of the project, providing guidance and direction as required
  • Work with Supply Chain through full life cycle of external contractor engagement including development of supply chain strategies, scope of work, and contracts with external service providers
  • Lead the development of capital cost estimates, including appropriate allowances (risk, contingency and escalation)
  • Maintain regular communication with various project stakeholders and manage stakeholder and client expectations
  • Develop appropriate strategies for successful implementation throughout the project phases
  • Prepare formal reports, and provide senior leaders with project update
  • Oversee project design and facilitate technical reviews to ensure all applicable specifications, codes and legal and regulatory requirements are met
  • Coordinate activities to deliver timely and efficient internal reviews
  • Supervise site construction emphasizing safety and quality, project turn-over and commissioning

 

Minimum qualifications

  • Bachelor’s Degree or technical diploma in a related field with a Project Management Professional (PMP) certification
  • 15 or more years of related project experience
  • Bilingual in English and French, both written and verbal fluency is a strong asset
  • An alternate combination of education and experience may be considered
  • Familiar with Project Management processes, tools and techniques and proven project management skills with a demonstrated track record of success

 

Preferred qualifications

  • Relevant experience in oil and gas or petrochemical industry, working for owner organization
  • Ability to influence others not directly under your supervision
  • Sound planning and decision-making ability in a busy and changing work environment
  • Excellent interpersonal skills, including strong communication, conflict resolution, negotiation and leadership
  • Customer focused and proven ability to align project objectives with commercial drivers
  • Commitment to health, safety, environment and quality
  • Strong team orientation, demonstrating a high level of cooperation
  • Proven analytical and critical thinking skills
  • Proven ability to manage projects that have competing challenges and timelines
  • Strong understanding of Quebec provincial regulatory processes
  • Experience with compression projects and Hydro Quebec

  • Have and maintain a valid Driver’s License
  • Provide a driver's abstract for review
  • Occasionally travel within Canada for business, training, conferences, etc. As such the successful candidate must be able to provide and maintain applicable documentation to this affect
