Job Summary:

The Director of Engineering Operations is accountable for the management of the University's central utilities services. This position is responsible for the safe, secure and continuous operation of all university central heating, cooling, water supply and hydro equipment. He/she is responsible for the procurement of all utilities, usage of all utilities as well as the associated tools, systems, and databases. He/she performs diverse administrative, supervisory, and technical duties to efficiently and safely manage all operations of the plant and associated systems on campus in compliance with regulatory requirements. The Director, Engineering Operations at all times has the responsibility for the safe operation of the plant. Under the direction of the Assistant Vice President, Facilities Services, and in support of the University's strategic goals, the Director develops and implements programs and strategies using an integrated energy management plan for energy usage and conservation. This includes maintaining and enhancing energy data information collection and analysis.

This position represents McMaster with other senior Provincial Energy conservation bodies such as the Council of Ontario Universities.

Accountabilities:

Plant Operations

  • Accountable for the safe and regulatory compliant operations of the campus plant(s).
  • Manages staff to keep the university operational 24 hours a day, 7 days a week.
  • Accountable to ensure audit practices are in place so the university is compliant with all regulatory policies and practices in energy safety, security and management
  • Collects and documents operational data required to complete regulatory submissions.

Energy and Carbon Management

  • Uses an in-depth knowledge of all energy sources, the electricity and natural gas markets and their rate structures, in order to optimize energy costs for the University
  • Develops and implements effective building maintenance programs, including daily and preventive operations
  • Assesses all processes and provides a description of each, detailing operating schedules, control systems and energy consumed. (Electrical, natural gas, steam, water, compressed air). Develops a database and energy tracking and monitoring system for each process to capture energy consumption and percentage system load.
  • Conducts facility audits requiring physical inspection of HVAC equipment, lighting systems, and refrigeration component and control strategies.
  • Conduct audits on BAS energy control systems and recommend control strategies to improve energy efficiency.
  • Develop solutions to conserve building energy/water consumption and reduce carbon emissions.
  • Interprets audits to meet ASHRAE codes, Model National Energy Standards, Ontario Building Code and health & safety standards.
  • Oversees proper energy conservation and water treatment
  • Manages the University's metering system and database.
  • Monitors energy consumption of facilities and interprets energy reports from energy monitoring software.
  • Ensures that the university is compliant to all regulatory carbon requirements (OBPS, EPS, etc.)
  • Communicates with facility operations staff regarding unusual increases in their facilities' energy consumption trends and work as a team in investigating and determining proper solutions to reduce energy consumption to expected levels.
  • Monitors the performance of the Energy Service Agreement with Hamilton Health Sciences.
  • Co-gen integration with Hamilton Health Sciences.

Planning and Budgets

  • Responsible for managing the department's operating and University utility budget of approximately $22 million
  • Manages the efficient procurement of utilities and makes recommendations for utilities purchases
  • Makes recommendations for forward contracts for utilities purchasing
  • Produces forecast report for energy consumption and cost
  • Supervises the purchasing and inspection of equipment
  • Prepares preliminary specifications for projects to provide to Project Management Group for detail design and implementation.
  • Review drawings and specifications for new capital projects for energy efficient design

Operational Management

  • Responsible for the day to day operation of the central plant to ensure heating, cooling, ventilation, water and power to the campus
  • Lead and manage staff assigned to the unit; approximately 18 unionized staff including Operating Engineers and Control Technicians.
  • Effectively outline expectations to staff, provide quality coaching, assess staff performance, and deal with performance-related problems to ensure unit performance.
  • Motivate staff for optimum performance and resolve conflicts as they occur.
