Job Summary
The E-Learning developer is responsible to: - Design, create, produce and prepare a variety of graphic, animation, audiovisual, simulation and script design and layout work in preparation of various technology-based learning products.
- Gather information from clients and identify their needs and expectations for technology-based learning solutions and recommend the most effective methods.
- Act as the Project Manager for the development/updating of technology-based learning products.
- Develop procedures and provide all of the technical support for all employees using technology-based learning products, for instructors and branches/regions designing technology-based learning products, for training administrators from all branches and regions, and prepare communication products such as reports and statistics for the executive's briefing and presentation internally and externally.
- Administer and maintain the Service's corporate Learning Management System, including planning, implementing, supporting/training, reporting and evaluating new functionalities. This also includes liaising with the proper IT resources as required and requesting services from the vendor as required.
Education
- Undergraduate degree in Informatics or Multimedia and two (2) years of experience in e-learning development within the last five (5) years; or,
- College diploma (three years) in Multimedia, Web Development, Graphic Design or equivalent and three (3) years of experience in e-learning development within the last five (5) years; or
- College diploma (two years) in Multimedia, Web Development, Graphic Design or equivalent and four (4) years of experience in e-learning development within the last five (5) years.
The educational program must be from an accredited learning institution recognized in Canada.
If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service. Note: Any higher level of education could be recognized as experience.
Experience
Candidates must possess an acceptable combination of experience in four (4) of the nine (9) areas of expertise below: - Development of SCORM content
- Creation / editing of graphics
- Digital audio / video production and editing
- HTML 5 coding
- 3D modeling
- Use of synthetic simulations, gaming applications or physical simulators
- Administration of a Learning Management System
- Application of adult learning principles
- Management of e-learning development projects

Notes
The successful applicants will be required to take part of a role play at the time of the interview. The successful applicants will be required to present a portfolio of three (3) projects.
