Job Summary


Technologists use their expertise and leading-edge technologies to solve complex problems and to advance investigative initiatives. They work at the forefront of technology and innovation to create and support tools and programs to enhance intelligence collection.

Collaboration, expertise and communication are the key criteria sought after for creating new solutions, systems, platforms and tools, or to creatively integrate existing (commercially off the shelf) technologies with the end goal of advancing investigations.

Candidates will provide high-quality, timely and professional services and technical support in a highly dynamic and changing environment. Implementing specialized equipment, they will train others in equipment use, satisfy field operations requirements, prepare reports, familiarize non-technical people with technical capabilities, and conduct hands-on work.

Key Responsibilities:

  • Provide leadership and advice on major assigned projects/plans/activities, budgetary and policy/procedural issues, including the acquisition, planning, development, implementation, documentation and evaluation needed for their completion.
  • Research, evaluate and test new technologies, tools and procedures in order to support the development, evaluation, and planning of operational capabilities and recommend future developments to maintain and improve intelligence gathering capabilities.
  • Administer and resolve complex problems/issues/contracts by researching, analysing and providing advice, or liaising with other resources, as required.
  • Provide direct input for technical and operational plans, in close consultation and cooperation with Scientific Technical Services (STS) clients and colleagues.
  • Prepare detailed documents on issues pertaining to STS projects by gathering information and data, conducting analysis and preparing reports and assessments of technology gaps and opportunities.
  • Provide training and support to clients and colleagues to maintain and improve technical capabilities for the Service.
  • Assess information and provide operational support to meet managerial and operational requirements for plans, policies and budgetary needs in accordance with Service requirements.
  • Liaise with government agencies both national and international, representing the Service in the exchange of information, techniques and/or analysis and develop and maintain contacts in various technologies and all related areas.er text.

  • Undergraduate or Masters degree and three (3) years of related experience
    • Underfill - one (1) year of relevant experience.
  • Technologist diploma or Professional technologist equivalency designation and four (4) years of relevant experience
    • Underfill - two (2) years of relevant experience

The educational program must be from an accredited learning institution recognized in Canada.
Note: Higher level of relevant education (i.e.: Masters or Doctorate in a relevant field) may be recognized as experience.


Experience


Relevant experience is defined as recent experience in the following:

  • Communications systems, protocols and/or propagation including networks, server infrastructure or other RF communication systems and techniques or mobile cellular systems and associated networks;

Recent experience is defined as, at minimum, having worked directly with the technologies within the last three (3) years.

Candidates must also possess:

  • Experience in analyzing requirements and providing advice and recommendations (written and oral) on technical matters to various audiences such as clients and management;
  • Hands-on experience with electronic components and good knowledge of electronic systems in any two (2) of the following: voltage regulation, battery charging, switching, audio/video signals, video recording, audio processing, protection circuitry, micro-controllers, radio control, electronic communications, data logging, RF and network infrastructure;
  • Experience employing offensive and defensive security capabilities of technologies;
  • Experience with technical tools and tradecrafts used in the collection of intelligence.

Note:

  • Candidates who do not meet the required years of relevant experience will be considered as an underfill until having achieved the requisite number of years.
  • Candidates who do not meet bullet points 3 and 4 above will be considered as an underfill.

All underfills will be required to meet these requirements through achieving objectives set in their training plan and in order to subsequently be appointed to the full working level.

Assets:

  • Experience with technical tools, industry standards and installation practices.
  • Previous industry experience in trades such as: construction, electrical, building maintenance, audio visual, or electronic communications;
  • Experience with the fabrication of technical parts and equipment, in a variety of materials (the experience does not need to have been acquired through formal work experience);
  • Experience assembling, configuring and troubleshooting computer hardware and infrastructure while working in unfavorable conditions.

Conditions of Employment


  • Candidates may be required to work under a variety of conditions such as, but not limited to, heights, confined spaces, adverse weather, etc. Training and certifications will be provided by the employer. As such, candidates will be required to successfully undergo various training and certifications to meet the standards required.
  • Flexibility is required in relation to the work schedule that may extend beyond core hours of work based on operational requirements.

Note: For bilingual non-imperative positions, offers will be conditional upon meeting the linguistic requirements within two (2) years of appointment.

A written examination will be administered as a screening tool in order to assess the candidates' written skills and relevant technical knowledge.

Salary is commensurate with qualifications and experience.

The positions are designated CS; therefore, the employee may be eligible for a terminable allowance of 7% of the annual salary (4% at the underfill level).

Some relocation expenses may be reimbursed by the Service.
