Job Summary


  • Intelligence Officers (IOs) conduct investigations, perform research, analyze information and prepare clear and concise reports on matters related to national security.
  • IOs work with government partners to identify the intelligence requirements and report security threats to senior government ministers.
  • The ideal IO is mature and self-confident, excels at both analysis and investigative work, and has the ability to quickly assess situations to take appropriate courses of action. In other words, IOs must be dual in nature - equally capable of research/analysis as well as working within a team to build contacts and networks in various communities. The ability and desire to work in unpredictable situations and in environments of varying threat levels is essential.
  • Flexibility is a key requirement as IOs are regularly tasked to engage in extensive training and domestic travel, sometimes on short notice and may be required to work irregular hours.
  • Given the nature of the job, IOs must remain discrete in performing their functions.

Education


A completed Bachelor's degree.

The educational program must be from an accredited learning institution recognized in Canada. If the degree is from a country other than Canada, the Canadian equivalency must be obtained prior to application.


Experience


  • Knowledge of CSIS' mandate, threats as defined in the CSIS Act and priorities regarding the security of Canada.
  • Knowledge of both national and international current events and an understanding of how they relate to CSIS' mandate.

Conditions of Employment


Have a valid and permanent Canadian driver's license at the time of application.

  • Permanent Canadian driver's license is defined as a G Class (Ontario) or minimum of a Class 5 (remainder of Canada). G1, G2, Class 7, Class 6 and Learner's Permit will not be accepted.
  • The validity of the driver's license must be maintained throughout employment as an IO.

Candidates must successfully pass the Intelligence Officer Entry Training (IOET) and are expected to continue to develop their skills through subsequent required training and professional development opportunities. Upon successful completion of the IOET:

  • Candidates will become permanent employees.
  • IOs will then enter a three (3) year professional development program in the Case Officer role, after which they can progress into the Investigator role.

Candidates must relocate to Ottawa for the IOET and the subsequent three (3) year development program. Initial relocation cost within Canada may be covered.
IOs must be willing and able to relocate within Canada at any time throughout their career. They must also be willing to travel as required by organizational and operational requirements.


Notes


Language requirements

  • Candidates who do not meet the language requirement may be eligible for language training.
  • Knowledge of a foreign language is an asset.

Application

  • Applicants must clearly demonstrate in their cover letter how their experience meets the competencies listed. Experience can include but is not limited to work experience, student placements, paid or unpaid internship, life experience and/or travel experience.
  • Cover letters will be used as one of many assessment tools for the written communication skills.
  • The application process is conducted in Canada only. If you are a Canadian citizen living abroad, and you meet all of the basic requirements, you will have to travel to Canada at your own expense for some portions of the process.
  • Candidates who have been rejected for the Intelligence Officer position as part of the selection process and who wish to reapply must wait at least one (1) year from the date the notice confirming they were no longer being considered for employment was sent. Applications sent before the one (1) year mark will not be considered.

Salary

  • Annual increments are based on successfully completing training and attaining the required level of performance.

Security Requirements


Candidates must be eligible to receive an Enhanced Top Secret security clearance. The process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications. The use of illegal drugs is a criminal offense. Drug use is an important factor considered in your reliability and suitability assessment during the selection process.
