Job Summary


The Senior Evaluator is responsible for leading policy and program evaluations in accordance with the Treasury Board Secretariat's Policy on Results and related directive.

  • Oversee the work of evaluators by coaching and providing guidance; monitor their progress and providing input in the preparation of performance evaluation.
  • Plan, manage and coordinate the evaluation of departmental programs; schedule and assign activities, coordinate and monitor the work to ensure project objectives are met; and manage the design and adaptation of data collection tools to meet project objectives.
  • Plan, organize and lead the design and development of evaluations to examine their effectiveness and efficiency in alignment with organizational strategic objectives and priorities.
  • Manage the selection of methodologies for evaluation studies and the application of analytical tools; review and develop evaluation reports, briefings and presentations outlining the results of evaluation engagements, and provide recommendations on reporting.
  • Provide advice and guidance to managers, and maintain contact with clients to inform of the status of evaluations.
  • Lead research to assess current and future requirements; conduct analyses of findings on a broad range of issues, and provide advice and recommendations to managers and senior managers concerning changes or improvements to departmental policies, strategic plans and programs. 
  • Develop and maintain evaluation knowledge and expertise and remain current on developments in the field.
  • Represent the Evaluation section at various forums; lead corporate and horizontal evaluations and consult with representatives of OGDs, partners and stakeholders on joint evaluation projects.

Education


  • Bachelor's degree with specialization in evaluation, business, economics, sociology, statistics or a related field.

The educational program must be from an accredited learning institution recognized in Canada.
Note: Any higher level of education could be recognized as experience.

Education Asset:

  • Graduate degree or post-graduate degree or a certificate in evaluation (or in a related field) or
  • Credentialed evaluator from the Canadian Evaluation Society.

Experience


  • Seven (7) years of experience in participating in all phases of evaluation projects (planning, methodological design (including tool development), collecting and analysing quantitative and qualitative data, developing recommendations and reporting).

  • Four (4) years of experience within the last seven years in leading evaluations and/or leading phases of evaluations.

  • Significant* experience in using qualitative and quantitative research methods and analysis techniques for evaluation.

  • Significant* experience in developing recommendations and providing evaluation advice to key stakeholders including senior management.

  • Significant* experience in writing evaluation reports and relevant documents.

  • Experience in preparing and presenting evaluation information to a variety of target groups (e.g., program managers, senior management etc.).

  • Experience in developing and maintaining client/stakeholder relationships.

 

*Significant experience is assessed in terms of the depth and breadth of experience (including the complexity of tasks) associated with the performance of these senior evaluator duties for a minimum of three (3) years. 

 

Knowledge

  • Knowledge of federal government program evaluation policies and standards.

  • Knowledge of research methods and analysis techniques related to evaluation.

Abilities

  • Ability to manage all the steps of an evaluation project and monitor evaluation plans.

  • Ability to communicate effectively orally.

Conditions of Employment


  • Availability to work overtime on occasion.
